The Central Virginia Planning District Commission (CVPDC) is pleased to present and make available for public comment the Draft CVPDC Flood Resilience Plan a regional document that presents strategies to increase resiliency, or ability to withstand, adapt, and recover, from the impacts of flooding, as well as extreme heat, on human life, properties and infrastructure in the region. The adoption of the regional Resilience Plan will enable member localities to apply to the Community Flood Preparedness Fund (CFPF) program funding to implement flood mitigation activities as well as capacity building and additional mitigation planning studies.
Funding for the CVPDC Flood Resilience Plan was provided through a $54,000 Virginia Community Flood Preparedness Fund (CFPF) award from the Virginia Department of Conservation and Recreation (DCR), matched by $6,000 local funds to develop a help inventory and evaluate areas prone to stormwater and extreme heat impacts and develop strategies to mitigate impacts, especially in vulnerable neighborhoods. The Berkley Group was contracted to lead the project and develop the regional flood and heat resilience plan.
The Resilience Plan has been developed to present an inventory of existing conditions and a matrix of strategies and recommendations tailored to needs and expressed priority goals for each of the ten (10) member localities, Amherst, Appomattox, Campbell and Bedford counties, the towns of Amherst, Altavista, Appomattox, Bedford and Brookneal, and the City of Lynchburg, that comprise the region. The regional plan also presents regional projects and programs that the CVPDC, as the regional planning agency, can endeavor to lead.
The regional resilience plan has been prepared with input from local staff who, through multiple interviews, provided information, insight and comments throughout the plan development process.
